Change is delivered by managers, not by programmes. If the layer between the executive team and the workforce cannot lead through uncertainty, nothing above it matters โ the strategy is sound and the organisation still does not move.
Most managers were promoted for technical competence and then asked to hold conversations nobody trained them for. That is a capability gap, not a character flaw, and it is solvable.
