Organizational Change & Performance Culture in the Public Sector

We partnered with Gaye Consulting International to support a government agency in Senegal through a culture and performance transformation—shifting mindsets, modernizing leadership, and building openness to accountability.

Client: A National Government Agency (Confidential)
Industry: Public Sector | Country: Senegal
Consulting Partner: Gaye Consulting International

The Challenge
A national government agency was facing significant internal inefficiencies and disengagement. Decision-making processes were slow and bureaucratic, resulting in low employee morale and diminished productivity. Leadership had proposed a new performance management system to modernize operations—but encountered resistance from staff, many of whom were unaccustomed to accountability-based frameworks and skeptical of change.

Our Approach
In partnership with Gaye Consulting International in Senegal, we led a targeted change management initiative grounded in behavioral psychology and public sector realities. Our goal was to reshape organizational culture, foster openness to change, and support the smooth rollout of performance reforms.

  • Conducted a comprehensive organizational assessment to uncover resistance patterns and cultural bottlenecks
  • Designed a customized change management framework tailored to the agency’s structure, norms, and leadership dynamics
  • Facilitated leadership alignment and policy awareness sessions, with a strong focus on transparency and employee voice
  • Delivered interactive mindset-shift and capacity-building workshops to increase engagement with the reform agenda
  • Introduced a feedback-driven implementation model, allowing real-time policy adaptation and staff buy-in

The Results

  • Reduced resistance to performance policy changes by over 60% across departments
  • Improved operational efficiency by streamlining internal processes and clarifying accountability pathways
  • Significantly boosted employee morale by fostering a participatory culture of change
  • Strengthened leadership capacity to drive future organizational transformation initiatives
